EDUCATION
Melissa Anderson has been named vice president for finance and administrative services at New River Community College, following her service as interim vice president since August 2023.

Anderson
In this role, Anderson will provide leadership and oversight for critical operational areas including budgeting, human resources, payroll, student financial services, purchasing, inventory and risk management. She will also remain a key member of the president’s administrative team.
Anderson has nearly 25 years of experience in higher education administration, finance and human resources at NRCC. She has served in various roles including director of human resources and business operations, procurement officer and cashier/administrative specialist.
Anderson holds a master’s degree in management from Liberty University; a bachelor’s degree in business administration from Old Dominion University; and two associate degrees from NRCC.

William Dixon, MaryJean Redon Levin, and Lawrence T. “Tommy†Oliver have been appointed to the Âé¶¹´«Ã½¹ÙÍø Higher Education Center’s (RHEC) Foundation Board.
Dixon, senior vice president and commercial financial adviser, Pinnacle Financial Partners, has more than 35 years of banking experience and is active in the community. He serves as president of Family Promise Greater Âé¶¹´«Ã½¹ÙÍø and treasurer of Straight Street Âé¶¹´«Ã½¹ÙÍø Valley, while also supporting organizations including Total Action for Progress, Renovation Alliance, Special Olympics, and multiple athletic associations across the Âé¶¹´«Ã½¹ÙÍø Valley.

Dixon
Levin is an independent interior design consultant with 25 years at Halifax Fine Furnishings and a professional actor who has performed with Mill Mountain Theatre, Off the Rails Theatre, Showtimers, and others in the region. She previously worked in nonprofit management with the American Lung Association of Virginia, Virginia Symphony, and Hermitage Foundation Museum. Her community service includes leadership roles with the Junior League in both Norfolk and Âé¶¹´«Ã½¹ÙÍø, the Grandin Theatre Foundation, St. John’s Episcopal Church, Âé¶¹´«Ã½¹ÙÍø Women’s Foundation, and the Âé¶¹´«Ã½¹ÙÍø City Arts Commission.

Levin
She holds a bachelor’s degree cum laude from Old Dominion University and she studied interior design at Virginia Tech, where she was inducted into Kappa Omicron Nu.
Oliver is senior vice president of regulatory affairs and strategy at RGC Resources Inc., following nearly 30 years with the Virginia State Corporation Commission, where he retired as deputy director of utility accounting and finance. He has taught at the NARUC utility rate school, served on national committees, and spoken at conferences across the country.

He holds a Bachelor of Business Administration from James Madison University; a Master of Business Administration from Virginia Commonwealth University; and is a certified rate of return analyst with advanced credentials from Michigan State’s Institute of Public Utilities.
Gov. Glenn Youngkin has named three new members to the Virginia Tech Board of Visitors: Rosa Atkins of Moseley; Ted Hanson of Richmond; and Robert Moser Jr. of McLean.
In addition, Margaret Ann Smith of Lexington joins as an ex officio member for a one-year term in her role as president of the board of directors for the Virginia Department of Agriculture and Consumers Services.
Atkins, a graduate of the Virginia Tech School of Education’s doctoral program in Educational Leadership, is serving as interim superintendent of schools in Northampton County, North Carolina. She retired as superintendent of Charlottesville City Schools in May 2021. She has been a member of many organizations, including the Virginia Association of Schools Superintendents, Women Education Leaders in Virginia, and the State Council for Higher Education in Virginia.

Atkins
Hanson, chief executive officer of ASGN Inc., earned his bachelor’s degree in accounting from Tech’s Pamplin College of Business and his Master of Business Administration from Virginia Commonwealth University. A founder of the Apex Center for Entrepreneurs, Hanson was inducted into the Greater Richmond Business Hall of Fame in 2023.

Hanson
Moser, chief executive officer of Clark Construction, earned his bachelor’s degree in civil engineering from Tech. He is a member of the Tech Alumni Board, the Virginia Tech Foundation Board, Hokies for Higher Education, the German Club Foundation, and the Student Affairs Alumni Advisory Board. As a student, Moser served as the undergraduate student representative to the board of visitors.

The newly appointed board members replace Anna James and Letitia A. Long, who concluded their terms on June 30, and David Calhoun, who resigned from the board in June.
Smith, owner of Southlex Cattle Co., earned dual bachelor degrees from Kansas State University in agricultural economics and animal sciences and industry with academic emphasis in finance, accounting, and business administration. She replaces Donald Horsley, the outgoing president of Virginia Department of Agriculture and Consumers Services and a Tech alum who is a member of the College of Agriculture and Life Sciences Hall of Fame.
FINANCE
Bank of Botetourt has announced the promotions of George E. Honts IV to executive vice president, chief operating officer; Barbara G. Anderson to executive vice president, chief administration officer; Dustin G. Bays to executive vice president, chief financial officer; and Andrew T. Shotwell to executive vice president, chief technology and innovation officer.

Honts
Honts, better known as Ned Honts, has more than 30 years of service at the bank and most recently held the role of executive vice president, chief lending officer.
In his new role, Honts will oversee day-to-day operations, ensuring alignment with strategic goals while driving efficiency and operational excellence across departments.
He graduated from Hampden-Sydney College and completed studies at the Virginia Bankers School of Bank Management at the University of Virginia and the Graduate School of Banking at Louisiana State University. He serves on the board of the Botetourt County Public Schools Education Foundation, the executive board of the Virginia State Chapter of the National Wild Turkey Federation, and as treasurer and board member of the Appalachian Habitat Association.

Anderson
Anderson previously served as senior vice president, chief risk and compliance officer. As chief administration officer, she will oversee the bank’s regulatory compliance, risk management, human resources, and training operations. Anderson has worked in the financial industry for more than 35 years and has been with the bank since 1998.
She graduated from the Virginia Bankers School of Bank Management at the University of Virginia in Charlottesville in 2001 and received her Certified Regulatory Compliance Manager Certification in 2015. She currently serves as the chairperson for the Virginia Bankers Association Security and Enterprise Risk Management (ERM) Committee.
Bays most recently served as the bank’s senior vice president, chief financial officer. In his new role, Bays will continue to oversee financial stability and support the growth of the bank. He has been with the bank for more than a decade and in the financial industry since 2005.

Bays
Bays graduated from Emory & Henry College with a Bachelor of Business Administration degree with an emphasis in accounting and holds a Master of Business Administration from Union College of Kentucky. He currently serves as treasurer for both the Kiwanis Club of Botetourt and the Botetourt Chamber of Commerce, where he also sits on the board of directors.
Shotwell previously served as the bank’s senior vice president, chief information officer. In his new role, he will oversee marketing, deposit and loan operations, facilities, information technology, and information security. Shotwell has been with the bank since 1989.

Shotwell
He attended Radford University, where he graduated with a bachelor’s degree in finance, and later furthered his education at the Virginia Bankers School of Bank Management at the University of Virginia and the Graduate School of Banking at Louisiana State University. Shotwell currently serves as vice chairman of the Virginia Bankers Association Operations and Technology Committee.
