A Âé¶¹´«Ã½¹ÙÍø man admitted Monday to killing his half-brother during a long-running feud.
Kas D. Parker, 30, was sentenced to 15 years in prison as part of a plea agreement reached in Âé¶¹´«Ã½¹ÙÍø Circuit Court in which he pleaded guilty to second-degree murder and use of a firearm.

Although a clear reason for Parker’s dispute with Brandon S. Williams, 34, did not emerge, Parker maintained that he shot Williams in the head and neck with a .38-caliber revolver out of fear for what might have happened next the night of July 3, 2024.
Police were called to a home on Mountainaire Avenue Northwest, off Cove Road, at about 8:17 p.m. and found both men at the scene, Assistant Commonwealth’s Attorney John McNeil said in a summary of the evidence.
Williams had arrived on an ATV-style four-wheeler and confronted Parker in what McNeil called an “ongoing conflict.†After Williams was discovered unresponsive, Parker admitted to police that he fired the fatal shots.
“I loved my brother,†Parker told Judge Chris Clemens. But “for whatever reason, Brandon spent a lot of time terrorizing me and my family.â€
“I should have never pulled the gun out of my pocket,†he said. “I should have taken the beating that I thought was going to happen. Because that would be better than Brandon being dead.â€
McNeil cited the risks of litigation in negotiating a plea agreement with defense attorney Chris Kowalczuk.
The agreement set Parker’s term at 23 years in prison with all but 15 suspended — which was within state sentencing guidelines — while reducing a more serious charge of first-degree murder that he would have faced had the case gone to trial next month.
“I think a fair viewing of the evidence shows that this was not a premediated killing,†Kowalczuk said.
